Recreation & Grounds Committee

The September 12, 2011 meeting of the Recreation and Grounds Committee, held at Town Hall was called to order at 6:30 p.m. by, Charlene Jones, Committee Chair.

Resident Comments: None.

Approval of the Minutes:  Marge Morales moved to approve the August 2011 Recreation & Grounds Committee Meeting Minutes as amended.  The motion was seconded by Luis Pitarque.  The motion passed unanimously.


Board Liaison Report - the Board of Directors appoved all motions from the Rec & Grounds August meeting.

Charlene Jones

  • Charlene attended the recent meetings held with Miller Architects and ADG Architects to discuss the Hyland Hills Pool expansion.
  • Reported to the committee that she received an email from the Web & Tech Committee concerning the pool connectivity issues. The Proprietary will be replacing the Verizon air cards with Comcast internet land connections. This permanent solution will hopefully help with the ongoing pool computer issues.
  • Charlene had been in contact with Diane Fraizer, 25280 Talent Street concerning the meadow behind her home.  Diane is in contact with a naturalist from the Audubon Society and plans to meet with him late September / October about creating a natural wildlife habitat behind her home for the community.
  • Discussed an email from a home owner on Quinlan Street concerning the street tree in front of her home.  The tree keeps dying and she had an arborist assess the situation and the findings showed something was “poisoning” the tree.  Situation was discussed with Clippers; tree to be replaced in the fall.

DSMC-Paul Goudeau

  • Camps are officially over and the pre-school and after school programs are now in session.
  • County is planning on doing maintenance “touch ups” on the skate park in hopes of taking care of safety issues.

Elaine Stoner/Farah Scruggs

  • Pools have been winding down and three have been closed for the season: SRC, Hyland Hills, and Townhall. Meadows Pool is still open weekends only until September 25. Hadsell Sun & Shade is preparing for winterization of the pools.
  • Burkedale Park is in need of new border around the play area. Staff is working on collecting bids for the replacement.
  • Hyland Hills Pool will be getting a new bike rake as well as outdoor trash can, the current bike rack at Hylands Pool will be moved to the Murrey Park area.
  • SR Logo to go into the entrance feature located at Tall Cedars and Planting Field has arrived and it has been installed.
  • SRP has experienced some irrigation issues due to the recent earthquake moving the well and is working with Clippers toward a solution.

Pending Business

  • Landscape Renewal –Staff has updated the list and the committee prioritized the items that are still outstanding on this list and has proposals for the new entrance feature.
  • Fishing Pier – SRP has requested proposals from seven different contractors. Bidding has been extended to Friday, September 16th. 
  • Hyland Hills Pool Expansion - Staff has met with two pool designers, Miller Architects and ADG Architects. Miller Architects are working on a proposal while ADG is suggesting starting with a feasibility study.  They will be evaluated by staff.

Marge Morales moved to recommend the Scope of Work for the Hyland Hills Pool Expansion working group be to assist staff in executing the design plan and utilization to best accommodate all residents and South Riding Proprietary, and the working group shall exist until the project is completed. The motion was seconded by Steve Sebestyen. The motion passed unanimously. 

Dog Park at Elk Lick North – The Loudoun County Board of Supervisors approved an allowing a dog park in areas zoned  PDH.  The planning staff will be amending the zoning ordinance within the next six months.

New Business

  • There has been a request for a doggy pot along Justice Drive. Staff will see if this area meets the criteria for a dog waste station. This section is still currently under bond by Toll Brothers and may be discussed before bond release.
  • Pool season has ended and issues concerning cleaning, pump rooms, swim team, company used for opening/closing will be in further discussion in the coming months.

Meeting adjourned: Donna Mines moved to adjourn the meeting at 8:12 p.m. The motion was seconded by Marge Morales.  The motion passed unanimously.
