The June 13, 2011 meeting of the Recreation and Grounds Committee, held at Town Hall was called to order at 7:05 p.m. by, Charlene Jones, Committee Chair.

Members Attending:  Charlene Jones, Donna Mines, Ken Walsh, Marge Morales, Steve Sebestyen and Luis Pitarque

Board Liaison:  David Smith

Staff Attending:   Dani Junkes, Elaine Stoner.

Guests Attending:  None

Members/Guests Absent:  Mark Henderson.

Resident Comments: Marge Morales commented that she likes the look of the new Boulevard landscaping.

Donna Mines commented that she liked the Pool FAQ’s Article that Charlene, Committee Chair, had placed in the magazine.

Approval of the Minutes:  Donna Mines moved to approve the May 2011 Recreation & Grounds Committee Minutes as submitted.  The motion was seconded by Ken Walsh.  The motion passed unanimously.

Reports

Charlene Jones

  • Charlene attended the recent Strategic Planning Meeting held at South Riding Center.  The meeting was on what staff’s roles are at this time for accomplishing goals.  There will be an up another Strategic Planning Meeting held soon to discuss community goals and amenities within South Riding.
  • Hyland Hills Pool re-design is moving up on the priority list.  Staff has brought in NVBlue Design build pool firm as a consultant.  We are shooting for the new redesigned pool opening for the 2012 Season.
  • The parcel on Edgewater near stinger is being pushed back because there may be some litigation.  Grading is wrong, trees are dying.  The Proprietary will not take the property until litigation is done.
  • Dulles South Multi-Purpose Center has garden plots for resident use at their facility.  The information will be in the South Riding July Magazine and on the website in order to get the word out to residents who may be interested.
    David Smith
  • David Smith is now the new Recreation & Grounds Committee Board Liaison.  He also reported back about attending the recent Strategic Planning Meeting held at Town Hall along with the staff reorganization.

Elaine Stoner/Dani Junkes

  • All 4 pools opened smoothly on Memorial Day weekend.  Once again we had great weather which resulted in record breaking numbers in attendance over the long weekend. 
  • Telescope on the play equipment at Dunvegan Park has been broken off.  The new replacement has been ordered and will be installed as soon as it arrives.
  • Clippers has been busy trimming back bushes and trees at parks and in front of stop signs.  They are also policing trash at parks.
  • Pier is being worked on by staff.
  • Pergola has been installed at Meadows Pool and looks great.
  • Cantilever umbrella has been installed at South Riding Center Pool and it too looks great and is providing much additionally needed shade.

Pending Business:

Landscape Renewal – Charlene brought in the document created by the Landscape Working Group from 2010.  Many of the items on the list have been accomplished.  Information is attached.  Staff will update the list (take off what has been completed) and bring to the next meeting to review and prioritize any of the items that are still pending on this list.

Update on Fishing Pier

  • Staff is working on getting an architectural designer to design an appropriate pier.  Virginia Engineering is working on getting together engineer design specs to give with permit.  Which they are trying to locate.  Luis Pitarque submitted a new pier drawing.
  • There is a similar pier located in KirkPatrick Farms off Destiny Street if any committee members would like to take a look at it.

Pool Shading - All the requested shading at the pools for 2011 has been delivered and installed.

Dog Park at Elk Lick North - Dog Park zoning – The county is working to modify County Code 612.13 as to allow Dogs “off  leash” within Loudoun County.  Jeff Salmon spoke with Mr. Miller about the amendment to the Dog Leash Ordinance.  At this time it looks as though a fenced in area open to dogs should not be a problem, but will take some time since there is a process.

Ken Walsh moved to recommend to the Board of Directors that Donna Mines be nominated as the Vice Chair of the Recreation and Grounds Committee.  The motion was seconded by Marge Morales.  The motion passed unanimously.

Enhance-A-Spot

  • Kenai Court – Applicant needs to provide more information in order for permission to be granted.  They are encouraged to attend the next Recreation & Grounds Meeting.
  • Overly Square - Denied


Steve Sebestyen moved that the Overly Square Enhance-A-Spot Application be denied.  The motion was seconded by Donna Mines.  The motion passed unanimously.

Maintenance of Natural Areas

The committee reviewed the request and there was consensus that it be treated as a flood plain and stay in its natural state.
