Recreation & Grounds Committee

The November 14, 2011 meeting of the Recreation and Grounds Committee, held at Town Hall was called to order at 6:31 p.m. by, Donna Mines, Committee Vice Chair.

Members Attending:   Donna Mines, Steve Sebestyen, Marge Morales, Luis Pitarque, Mark Henderson.

Members Absent: Charlene Jones, and Ken Walsh.

Board Liaison:  Dave Smith did not attend.

Staff Attending:  Elaine Stoner, Farah Scruggs

Guests Attending:  Jeff Salmon, MaryChris Beardsley, Carol Johnson, Saurabh Mittal, John Winkert, John and Diane Frazier, Cliff Fairweather.

Resident Comments: On behalf of sections 80 & 81, Steve Sebesteyn has proposed a playground be installed for the benefit of the surrounding communities as well as all of South Riding’s use.

Approval of the Minutes:  Mark Henderson moved to approve the October 10, 2011 Recreation & Grounds Committee Meeting Minutes.  The motion was seconded by Marge Morales and passed unanimously.

Presentation:

  • Talent Street Natural Area. Roger & Diane Frazier (25280 Talent Street) and Cliff
    Fairweather Audubon Society). 
  • Diane and Cliff presented the benefits of improving the meadow along a section of walking trail on Talent Street. Cliff Fairweather discussed improvements, planning, maintenance and the potential positive outcomes that reestablishing the meadow can provide to the community.
  • Staff will contact noted resources and pursue the improvements suggested.

Reports

Donna Mines

  • The December meeting will be held at SRC. Staff will coordinate food for the meeting.
  • In December, Recreation & Grounds will recommend to the Board of Directors a Chairperson and Vice Chairperson for a one year term.
  • The 2012 Recreation & Grounds meeting dates have been approved.

Elaine Stoner/Farah Scruggs

  • An area has been chosen for the waste station along Justice Drive and it will be installed soon.
  • Recreation is working on implementing new fitness classes and events for the 2012 season.
  • Parks are being inspected on a monthly basis and we are working with Jonathan Finch toward a park inspection program within SIMS.

Pending Business:

Landscape renewal:  Staff is working with Clippers on several areas in the median on Tall Cedars to fill in voids and adding sod.   Waiting on pricing for fall tree replacements; slice seeding has been completed for the year; and, discussing options to replace diseased trees on Town Green.

Fishing Pier – Construction has started and the pier is underway. Staff will monitor the continuing progress.

Hyland Hills Pool Expansion –Staff provided a conceptual sketch of the pool renovation for discussion. The committee suggested the slide be moved so not to interfere with the lap lanes.

Dog Park at Elk Lick North – No changes since last report. The zoning changes are in process. This item is to be removed from Pending Business as this will take numerous months to complete per Jeff Salmon.

New Business

Pond Complaint/Issue: A SR resident who lives on Pelican Drive sent complaints to the Committee about two specific ponds he feels are being neglected even though staff has responded twice in the past on this same concern.  In June, our pond maintenance company made a special trip to review the complaint. Owner was notified that it is a very shallow farm pond and not a storm water management pond or an open water habitat like the surrounding ponds.  Because of its very shallow depths, treating it would cause it to become filled with algae which would then be unmanageable.
Staff reported that our ponds are inspected and monitored twice a month and are in very good condition.   A representative from Loudoun County offered to provide a second opinion. 

Meeting adjourned: Steve Sebestyen moved to adjourn the meeting at 7:55 p.m. The motion was seconded by Mark Henderson.  The motion passed unanimously.
