Recreation & Grounds Committee

The August 12, 2013 meeting of the Recreation and Grounds Committee, held at Town Hall was called to order at 7:00 p.m., by, Donna Mines, Committee Chair.

Members Attending:  Donna Mines, Marge Morales, Charlene Jones, Ken Walsh, Rick D’Amico, John

Board Liaisons:  Jeff Salmon attended; Scott Fisher did not attend.

Members Absent: Steve Sebestyen

Staff Attending:  Farah Scruggs

Guests Attending: Kathy Jensen, Lorraine Conlon, Meredith Perkins


Resident Comments: Kathy Jensen and Meredith Perkins inquired about the policy surrounding the usage of SRP pools to provide private swim lessons to patrons and passed along their thoughts and concerns about the policy.

Lorraine Conlon inquired and shared her experience with Master Swim in South Riding and requested the possibility of having drop in fees for fitness and water aerobics classes. 

Approval of the Minutes:   Marge Morales  moved to approve the July 8,  2013 Recreation & Grounds Committee meeting minutes.  The motion was seconded by Ken Walsh. The motion passed with Charlene Jones abstaining.


Chair Report: Donna Mines

• Donna discussed the need for a policy to be drafted by SRP Staff and reviewed by the committee concerning private swim lessons.
• Donna discussed the need for Committee Members to be available at polling sites throughout the county to discuss the importance of the Loudoun Rec Bond Referendum. The Committee will discuss polling locations during the next meeting. 

Board Report: Jeff Salmon
• Jeff  provided the Committee with information regarding the bond referendum package which approves the funding and budget for phases II & III of the Dulles South Multipurpose Center. He discussed the marketing plan for the South Riding area which includes a website that is currently being drafted. 
• In July the Board of Directors approved Loudoun County taking over the maintenance of  two South Riding Ponds, Priesters Pond and Pond #2. This will significantly reduce the amount of reserve money budgeted for ponds that can be utilized elsewhere in the community.


Operations/Recreation Report: Farah Scruggs

• Staff applied for a Keep Loudoun Beautiful Recycling bin grant and SRP was awarded 15 steel recycling cans. The cans will be connected to existing trash cans in high priority areas throughout the community. The cans will be installed before October 31, 2013.
• Staff drafted a new Recreation Evaluation for distribution and Committee Review.

Charlene Jones  moved to go forward with the new Recreation Evaluation as drafted and provide it to all recreation vendors and the community online.  The motion was seconded by Rick D’AMico. The motion passed unanimously.

• Staff shared pool statistics and entry numbers with the committee. The results will be posted in the upcoming October issue of the South Riding Magazine.
• Pools have been going well, and staff is working well with High Sierra Staff.
• Staff discussed a complaint with the committee concerning an incident at Murrey Park and tennis lessons. Staff has touched base with the Tennis Coach and discussed the issue with the GM.
• Staff has been made aware of the private swim lesson issue and it has been discussed with the General Manager.

Discussion Items:

• Post Season Swim Team report-  Marge Morales provided the committee with information regarding the 2013 Swim Team season. SRST had 27 swim meets, and 530 regular swimmers on the team from 330 South Riding families.
• Private Swim Lessons provided by non-insured / contracted instructors – The Committee discussed issues surrounding this item and requested Staff touch base with the insurance company to get liability information and a policy be drafted for the Aquatics Rules. The Committee will review the policy for the 2014 season.
• October 8th Meeting reschedule – Staff will be gone to a training seminar on October 8th and the following Monday is a holiday and Town Hall is closed.
Rick D’Amico moved to reschedule the October 8,  2013 Recreation & Grounds Committee meeting to be held on  Monday, October 21, 2013 at Town Hall, 7:00pm.  The motion was seconded by Charlene Jones. The motion passed unanimously.

Meeting adjourned: John Winkert moved to adjourn the meeting at 8:30 p.m. The motion was seconded by Rick D’Amico.  The motion passed unanimously.
