Recreation & Grounds Committee

The June 10, 2013 meeting of the Recreation and Grounds Committee, held at Town Hall was called to order at 7:00 p.m., by, Donna Mines, Committee Chair.

Members Attending:  Donna Mines, Charlene Jones, Marge Morales, Steve Sebestyen, Ken Walsh, Rick D’Amico, John Winkert

Board Liaisons:  Jeff Salmon & Scott Fisher attended

Members Absent: None

Staff Attending:  Farah Scruggs

Guests Attending: None

Resident Comments: Steve Sebestyen shared information from the Amberlea Board Meeting concerning a resident request for the addition of lighting around the SRP passive park across from Hutchinson Elementary. 


Approval of the Minutes:  Rick D’Amico moved to approve the April 8, 2013 Recreation & Grounds Committee meeting minutes.  The motion was seconded by Ken Walsh. The motion passed 5-0-2. Marge Morales and Steve Sebestyen abstained.


Reports: 

Chair Report: Donna Mines

• Donna apologized for the meeting cancellation last month and inquired if anyone would be interested in volunteering for the Vice Chair position.
o Charlene Jones volunteered for Vice Chair. Motion for nomination was added under NEW BUSINESS.

Board Report: Jeff Salmon
• The Board of Directors nominated new committee liasions at the June meeting. Jeff will remain a liaison for Recreation and Grounds with the addition of Scott Fisher as a liaison if Jeff is unavailable. Jeff introduced Scott to the committee and welcomed him as a liaison.
• Jeff discussed the Hyland Hills Splash Park water hookup which has put us over budget for the amenity. However, the Board and SRP are in negotiations with the County concerning the issue.
• Jeff provided the Committee with information regarding the bond referendum package which approves the funding and budget for phases II & III of the Dulles South Multipurpose Center.  The phases include an indoor swimming pool, athletic turf and field improvements, parking lot area, etc. This is on the ballot for November and will be marketed to the South Riding area.

Loudoun County Parks and Recreation: Paul Goudeau
• Paul Goudeau emailed staff with the following updates for Loudoun County:
o Camps are starting this month and things are full swing in preparation for summer.
o Commented that he is hoping phase II & III pass in November.

Operations/Recreation Report: Farah Scruggs
• Pool’s opened May 25 and all passed inspection weeks before opening.
• Staff was onsite each day Memorial Day weekend. The weather was much cooler than in years past and the water was brisk. There were not many entries to the pool due to the windy cold weather.
• High Sierra’s Aquatics Coordinator, Natalia, has arrived and been onsite every day since pool opening weekend. She was unable to make it to the meeting as it overlapped with her first day off.
• South Riding Swim Team has a total of 504 participants so far. Staff is in the process of checking the roster for valid passes and making sure all members are in good standing.
• The cardio gym has been utilized by many of our community residents and has proven to be a great additional amenity.
• Tennis Lessons, League, and Cardio are going well. All are working together seamlessly and have been providing the community with tennis clinics throughout the summer.

Discussion Items: 
• Committee Training/Strategic Plan Review: The committee discussed items from the May 18 member training at the South Riding Golf Course where SRP had a consultant come in to give committee member’s an overview of the final version of the strategic plan.
• Request for more shading at Meadows pool:  Committee discussed a resident request for additional shading at Meadows Pool. Committee Chair, Donna Mines, responded to the request accordingly.

New Business:

• Reinstatement of  member Steve Sebestyen: Steve missed 3 consecutive meetings but has attended 3 meetings within the last 6 months which meets the committee charter for membership reinstatement.
MOTION:
Charlene Jones moved to recommend to the Board of Directors to reinstate Steve Sebestyen as an active member of the Recreation and Grounds Committee. The motion was seconded by Ken Walsh.  Motion passed unanimously. 

• Vice Chair Nomination:
MOTION:
Ken Walsh moved to recommend to the Board of Directors to appoint Charlene Jones  as the Recreation and Grounds Vice Chairperson for a one year term.  The motion was seconded by Rick D’Amico.  Motion passed unanimously. 

Meeting adjourned: Marge Morales moved to adjourn the meeting at 8:05 p.m. The motion was seconded by John Winkert.  The motion passed unanimously.
