Recreation & Grounds Committee

 

The March 11, 2013 meeting of the Recreation and Grounds Committee, held at Town Hall was called to order at 7:00 p.m., by, Donna Mines, Committee Chair.

Members Attending:  Donna Mines, Charlene Jones, Rick D’Amico , John Winkert, Marge Morales, Ken Walsh

Board Liaison:  Jeff Salmon did not attend

Members Absent: Steve Sebestyen

Staff Attending:  Farah Scruggs

Guests Attending: Ayman Karim

Resident Comments:

Resident Freedom High School student, Ayman Karmin, discussed the FHS Key Club’s plan to hold a water balloon fight for a fund raising effort. He inquired about areas available within the community that could be utilized for the event. Staff provided him with information and discussed options within the community.

Approval of the Minutes:  Charlene Jones moved to approve the February 2013 Recreation & Grounds Committee meeting minutes as amended.  The motion was seconded by Rick D’Amico. The motion passed unanimously. 

Reports: 

Chair Report: Donna Mines
• Vice Chair, Luis Pitarque, has resigned from the Recreation and Grounds Committee due to extenuating circumstances.
• Donna discussed the Community Clean-up event scheduled on April 21, 2013 and requested all members considering volunteering to clean up an area within the community.
• Donna inquired about the registration and openings on the South Riding Swim Team.
o Marge Morales provided the current number of openings on CSL, ODSL, and Mini Ray teams. The registration deadline is June 1st for all participants.

Board Report: Jeff Salmon:
• No report


Loudoun County Parks and Recreation: Paul Goudeau
• Paul Goudeau emailed SRP Staff and provided the following information:
o Fall 2013 Preschool at Dulles South Multipurpose Center is already full and summer camp registration begins March 19th.

Operations/Recreation Report: Farah Scruggs
• Owen Park Drainage – Staff has approved and signed a contract with Tri-Star to correct the ongoing drainage problem in the park.
• Park repairs update:
o Swing hangers at all parks have been replaced and updated to the ADA compliant ones. (23 swings)
o Majority of budget spent on the following parks:
 Hylands Park:
• replaced tube slide 2x in past 2 years
• 1 baby swing 1 regular
 Dunvegan Park: 
• Chain bridge replace
 Owen Park:
• New slide
• Bounce caps
• Rubber platform
• Missing items on play equipment 
• Extra rubber mulch
• Pools:  Staff is gearing up for pool season, operations department is working diligently to complete any maintenance items that can be completed before the season starts. The previous sink countertops at Meadows and Hyland Hills Pool have been replaced with a more durable “sile stone” countertop.
• Landscaping:
o Clippers is 2/3 finished edging all the mulch beds in the community, will start mulching Wednesday. Main roads will be done last so they look the best.
o Playgrounds will be mulched in 2 weeks
o Soil is still being tested from Town Green before any new trees are planted / diseased ones removed.
• Cardio Gym:  Fobs are sold out and others are on backorder. There have been 58 entries into gym so far.
• Bike Trails Map:  Touched base with Bill and Phyllis White about Bike trails in area. Provided a map that staff will work on incorporating onto the website. Will have to use an outside program to map them.
Discussion Items:

• Community Garden Update – Charlene Jones: Charlene updated the Committee on the status of the possibility of the addition of a community garden at the Dulles South Multipurpose Center. She also suggested other areas in the community a garden could be a possibility.
• Additional Shading and Picnic Tables at Parks – Charlene Jones: Charlene discussed the possibility of including the addition of more shading and picnic tables at the parks within South Riding.  She suggested this should be a budget request item in the future.
o Staff suggested the Committee perform a needs assessment be done throughout the community for these items (such as a community survey). There will need to be significant amounts of positive resident feedback for any capital improvements on SRP property.

• No pending business

New Business:

• Volunteer for Vice Chair position: Donna Mines asked if any Committee member was interested in volunteering for the newly open Vice Chair position. The Committee reviewed their charter and a Vice Chair is not required.

MOTION:
Rick D’Amico moved that the Committee adjourn Open Session and convene into Executive Session to discuss owner obligations, contracts, matters related to attorney/client privilege and personnel. The motion was seconded by Charlene Jones and passed unanimously. 

Rick D’Amico moved that the Committee reconvene in Open Session.  The motion was seconded by Ken Walsh and passed unanimously.

Meeting adjourned: John Winkert moved to adjourn the meeting at 8:05 p.m. The motion was seconded by Charlene Jones.  The motion passed unanimously.
