Recreation & Grounds Committee

The November 11, 2013 meeting of the Recreation and Grounds Committee, held at Town Hall was called to order at 7:00 p.m., by, Donna Mines, Committee Chair.

Members Attending:  Donna Mines, Steve Sebestyen, John Winkert, Charlene Jones, Ken Walsh, Rick D’Amico, Lorraine Conlon

Board Liaisons:  Jeff Salmon &  Scott Fisher attended

Members Absent: Marge Morales

Staff Attending:  Farah Scruggs

Resident Comments:

• Loraine Conlon inquired about the ongoing sidewalk repairs throughout the neighborhood and the impact on 2014 events with the approval of the Bond Referendum.
• Rick D’Amico inquired about cutting the burning bushes down at Amberlea Park. 
o This should be done in early spring.


Approval of the Minutes:   Ken Walsh  moved to approve the October 21,  2013 Recreation & Grounds Committee meeting minutes.  The motion was seconded by Rick D’Amico The motion passed 5-0-2


Reports: 

Chair Report: Donna Mines

• Donna discussed the December meeting and reminded the committee that the chair and vice chair positions will need to be filled.
• Pool working group will not reconvene until January 2014.


Board Report: Jeff Salmon
• Loudoun voters passed Phase II of the Bond Referendum (54%).  74% of Dulles South voters voted in favor of the referendum. Construction is to start next year and be completed by May 2015. SRP has found an alternate location for next year’s events, located at Market Square.
• At the November meeting the Board of Directors approved signs for each park in SR as well as approved Lorraine Conlon as a voting member of the committee.
• Loudoun County also took over another pond in the area to include Valiant Drive.


Operations/Recreation Report: Farah Scruggs
• Fall street tree replacement is completed with a late November target date for planting.
• Clippers is finishing aeration and over seeding; fall flowers have been installed; sliced seeding is scheduled for Section 80, stage parcel, West Riding, Murrey Park and along Braddock Road.
• Leaf clean-up has started.
• Severak ash trees on Donovan have to be removed as they are infested with a bore. SRP is substituting with a selcova which is a hearty street tree.
• Staff is preparing for winter events.

Discussion Items:
1.) Shading at parks/playgrounds-Capital Expense: Committee discussed possible areas/parks where shading may be necessary. Highly utilized parks such as SRC Park, Freedom Park, Owen Park and Dunvegan Park may need shading.
2.) Park Sign Names (Signage approved by BOD): Committee discussed names to be engraved on the approved signs for each park. Staff and Members of the Committee will survey each park for the best possible location for the signage to be installed.

Meeting adjourned: Rick D’Amico  moved to adjourn the meeting at 7:40 p.m. The motion was seconded by Ken Walsh.  The motion passed unanimously.
