Recreation & Grounds Committee

The September 9, 2013 meeting of the Recreation and Grounds Committee, held at Town Hall was called to order at 7:00 p.m., by, Donna Mines, Committee Chair.

Board Liaisons:  Jeff Salmon and Scott Fisher attended

Members Absent: Steve Sebestyen, Ken Walsh, Rick D’Amico

Staff Attending:  Farah Scruggs

Guests Attending: Lorraine Conlon

 


Resident Comments:

Lorraine Conlon inquired about the grading leading onto the Crossfield Drive Pier and that it is not handicap accessible.
• Staff will discuss the concern with the Operations Department.  


Approval of the Minutes:   Charlene Jones  moved to approve the August 12,  2013 Recreation & Grounds Committee meeting minutes.  The motion was seconded by John Winkert. The motion passed unanimously.


Reports: 

Chair Report: Donna Mines

• No Report.

Board Report: Jeff Salmon
• The Board of Directors recently approved the agreement with Loudoun County which will allow Loudoun County to provide maintenance and upkeep on Pond #9, located at the intersection of Donegal Drive and Loudoun County Parkway.
• SRP has recently taken over 2 new sections in the community including West Riding.
• Many areas of sidewalk throughout the community are scheduled for replacement and maintenance will begin soon.

Operations/Recreation Report: Farah Scruggs

• Staff shared recent pool statistics and entry numbers with the committee and final numbers will be available at the October meeting.
• Staff discussed feedback from the newly implemented surveys being distributed for submittal. Staff has gotten significant feedback on all programming and many events.
• Staff has been contacted concerning an Eagle Scout Project to implement and add a handicap accessible swing to one of our parks. Staff requested Committee feedback.
o The Committee feels that the Boy Scout would be better served if he attended the next meeting so any questions and concerns they have can be answered sufficiently before approving the project.
• Staff  is aware of many upcoming section / bond releases within the next year and will review the areas at the next meeting with the Committee and discuss possible areas where dog waste stations should be installed.


Pending Business: None

New Business:

1) Private swim lessons provided by non-insured / contracted instructors: Policy Review: 
The Committee reviewed and discussed the drafted policy. They will discuss this further during next month’s meeting and after review by the 2014 Pool working group. 
2) Park Signage proposals review:  The Committee reviewed proposals for the addition of new park signage at each of South Riding’s parks.
Charlene Jones  moved to recommend to the Board of Directors the Fast Sign Proposal be approved as submitted for signage at each of South Riding’s Parks.  The motion was seconded by Marge Morales.  Motion passed unanimously. 

3) Request for dog stations along fitness trail:  The committee will review the areas in need of a Dog Waste station next month and make suggestions to staff regarding placement. Many areas in the request are currently under bond.

Discussion Items:

1) Pool Closings: 2014 Pool Working Group; Pool Management Renewal:  The Committee discussed the pool closings, pool management company contract renewal, and the formation of  the 2014 Pool Working Group.
• All committee members were invited to be a part of the working group which will meet at 6:30pm before the October 21, 2013 meeting.

Charlene Jones moved to recommend to the Board of Directors that staff execute the pool management renewal option for the next seasons. The motion was seconded by John Winkert. The motion passed unanimously.

2) Vote Loudoun Rec: Polling Locations; Committee Involvement:   Staff provided the committee with a list of  polling locations in the area. The Board of Directors has suggested that Committee members visit polling places to provide information about the Bond Referendum on the November ballot.

 


Meeting adjourned: Marge Morales moved to adjourn the meeting at 8:10 p.m. The motion was seconded by Charlene Jones.  The motion passed unanimously.
