Final Minutes

The July 9, 2012 meeting of the Recreation and Grounds Committee, held at Town Hall was called to order at 7:00 p.m., by, Charlene Jones, Committee Chair.

Members Attending:  Charlene Jones, Donna Mines, Marge Morales, Luis Pitarque, Steve Sebestyen, and Ken Walsh.

Board Liaison:  Jeff Salmon

Members Absent: Ken Walsh attended the meeting late

Staff Attending:  Farah Scruggs

Resident Comments:

Rick D’Amico, is a South Riding resident and lives in the Amberlea’s.   He has expressed an interest in joining the Recreation and Grounds Committee.

On behalf of sections 80 & 81, Steve Sebestyen has proposed a playground be installed at the Amberlea Townhomes off of Riding Center Drive.  The playground would benefit the surrounding communities as well as all of South Riding.

Approval of the Minutes:  Marge Morales moved to approve the June 2012 Recreation & Grounds Committee meeting minutes.  The motion was seconded by Charlene Jones. The motion passed with Donna Mines abstaining. 


Chair Report: Charlene Jones

• Charlene discussed the emails sent to the Recreation and Grounds Committee from residents in the area.
o Staff inspected and responded to emails concerning maintenance of common areas within South Riding, maintenance around fire hydrants in the community and pool cleanliness.
• A resident in the Stinger Drive area emailed and suggested the existing bocce ball court be removed and replaced with a playground / tot lot for the residents. Charlene invited the resident to attend a recreation and grounds meeting to discuss the suggestion further. There would need to be significant support from the Stinger Drive residents and the community at large before new play equipment is considered. The closest playground area for Stinger Drive residents is within walking distance and located off Daniel Shane Drive.
• Charlene shared that a resident is looking for an Eagle Scout project within South Riding and requested staff contact him if there was a project available.
• Charlene discussed her concerns while visiting the pools and the comments posted on the South Riding facebook page about pool closures.

Operations/Recreation Report: Farah Scruggs

• Pool statistics have been reviewed by staff and prepared for the Committee as follows:
o All statistics listed below are to date (May 26, 2012 – July 9, 2012)
o Town Hall- 5, 951 entries – Daily average of 138 residents
o Meadows Pool- 12,710 entries – Daily average of 353 residents
o Hyland Hills Pool – 12,893 entries – Daily average of 300 residents
o South Riding Center Pool -7,234 entries – Daily average of 200 residents.
• Pool utilization has risen significantly compared to the 2011 statistics reports.
• Staff has been onsite at all pools in SR almost daily. Visiting and inspecting pools each weekend, as well as on holidays. Any discrepancies found are immediately brought to High Sierra’s attention for remedy.
• Staff has been aware of the negative facebook comments and has been in contact with many residents concerning pool complaints. All complaints sent to staff or posted online have been forwarded to the High Sierra Pools Division Manager and discussed with the Aquatics Coordinator and Lifeguards. SRP values resident feedback and feels it is necessary in providing the best service to the community.
• Staff is having two weekly meetings with High Sierra to discuss any issues that may arise and complete walkthroughs of each pool weekly. The cleanest pool inspected on the day of the walkthrough will have lunch provided for their efforts.
• Staff will be working with High Sierra by featuring lifeguards each week that have had to enter the water and help swimmers in distress. Staff believes this will form camaraderie within the community.
• Staff has updated the park and pool website to include updated information, new photos, and an option to use Google maps for directions to each area.
• Staff revised the pool basketball rules, as well as, the use of balls at the pools. The amended document is up for discussion on the next Board of Directors meeting agenda.
• Operations Department has been working diligently throughout the season on pools, events and landscaping.

Pending Business:

• Discuss potential projects for available parcels in the community: A recreation and amenities community survey is currently under development. Any projects considered will be recommended to the Parcel Planning Working Group for review.

• Pool Cleaning Schedule: High Sierra has worked with Staff and the Committee on the implementation of the approved pool cleaning schedule.  Staff has not received any resident complaints concerning the pool closures or cleaning times. The schedule will continue to be reevaluated this season and staff hopes to have designated cleaning times set before pool opening next season.

New Business:

• Special operating budget requests: The committee requested additional umbrellas / furniture for areas of the pools; additional lifeguards due to the rise in pool use; increased cleaning time outside open hours of the pools; and 6 month safety inspections of all SR playground equipment.

Meeting adjourned: Steve Sebestyen moved to adjourn the meeting at 8:35 p.m. The motion was seconded by Donna Mines.  The motion passed unanimously.
