Recreation & Grounds Committee

The September 10, 2012 meeting of the Recreation and Grounds Committee, held at Town Hall was called to order at 7:00 p.m., by, Charlene Jones, Committee Chair.

Members Attending:  Charlene Jones, Donna Mines, Luis Pitarque, Steve Sebestyen, and Ken Walsh, John Winkert.

John Winkert attended the meeting late; arriving at 7:25 pm.

Board Liaison:  Jeff Salmon did not attend

Guests Attending:  Rick D’Amico, Charles Anderson, Phyllis & Bill White, Paul Goudeau.

Resident Comments:

Resident Charles Anderson, attended the meeting and expressed his interest in the addition of circuit stations for high intensity training. While the World Fitness Trail provides stations like this, they are spread across the length of the trail, which makes it difficult to do circuit training or repetitive sets of each exercise. Charles believes stations like this would benefit the community and would be a great amenity addition. The Committee suggested Charles look into areas available, the cost of the stations, and petition the community for interest and relay his findings to the committee.

Residents Phyllis & Bill White, attended the meeting to suggest SR add a “bike trail” map under amenities on the SR website. Staff concurred this was an excellent idea and would gladly help them create the map for the residents to view online. Staff suggested they contact her with the bike trail entrances and paths for mapping.

Rick D’Amico, is a South Riding resident and lives in the Amberlea’s.   He has expressed an interest in joining the Recreation and Grounds Committee. This meeting was Rick’s third meeting attended and he will be up for Committee Member nomination at the next Board of Directors meeting.

On behalf of sections 80 & 81, Steve Sebestyen has proposed a playground be installed at the Amberlea Townhomes off of Riding Center Drive.  The playground would benefit the surrounding communities as well as all of South Riding.

Approval of the Minutes:  Steve Sebestyen  moved to approve the August 2012 Recreation & Grounds Committee meeting minutes.  The motion was seconded by Luis Pitarque. The motion passed unanimously. 

MOTION:
Steve Sebestyen  moved to recommend to the Board of Directors to appoint Rick D’Amico as a member of the Recreation and Grounds Committee for a one year term. The motion was seconded by Donna Mines. The motion passed unanimously.Reports: 

Chair Report: Charlene Jones

• Charlene will be sending a letter to Loudoun County Parks and Recreation requesting the senior garden at the Dulles South Multipurpose Center be expanded to a community garden.

Board Report
• Board Liaison was absent; no report.

Loudoun County Parks and Recreation: Paul Goudeau
• Phase II is still up for approval in November 2014. The combined total on the ballot for Phase II is $30 million.
• Loudoun County staff has been monitoring the skate park daily and enforcing the helmet rule across the board.
• All Dulles South Multipurpose Center rooms / areas are available for rent by the community on a 24/7 basis, as long as a staff member and space is available.

Operations/Recreation Report: Farah Scruggs
 

• Clippers is working on the fall landscaping and tree replacement throughout the community.
• Meadows Pool is open for the next two weekends and will close for the season on September 23, 2012. All other SR Pools have closed for the season. With the 2012 season ending, staff is looking forward to making 2013 a great season and implementing new ideas and rules.
• Staff attended the “Brambleton HOA Dog Swim” and spoke to the Events Coordinator about the event. SRP hopes to implement this event next year at the end of pool season.
• SR will be holding a Zumbathon on September 29, 2012 at 10am on the Town Green. The event is free of charge and will host three zumba instructors from the area.
• Park signs are on hold until the Community Comprehensive Sign Plan is reviewed.
• Staff is working on entering all evaluations that are being submitted for tennis, swim team and swim lessons.

Pending Business:

• October 15 meeting reschedule: The October Recreation and Grounds Meeting fell on Columbus Day. This is a federal holiday and Town Hall will be closed. The Committee rescheduled the meeting for October 15, 2012, Town Hall, 7:00 pm. Staff will be at training out of the area on the date of the October meeting. Assistant General Manager, Elaine Stoner is planning on attending for staff member, Farah Scruggs, while she is out of the area for a recreation conference.

New Business:

• Tennis Court Resurfacing: Staff provided 3 proposals for tennis court resurfacing at the Town Hall Courts. The resurfacing will be a reserve budget item and will take place this year.  Staff recommended that Mid-Atlantic Tennis be selected for the contract. They are a reliable company and have done excellent work in SR as well as other home owner’s associaions in the immediate area.

MOTION:

Donna Mines moved to have the Recreation and Grounds Committee recommend to the Board of Directors that Mid-Atlantic Tennis Courts be selected to resurface the Town Hall Tennis Courts. The motion was seconded by Ken Walsh. The motion passed unanimously.

• Pool Working Group 2013:   Charlene will send out an email to committee members concerning being a part of the 2013 Pool Working Group. While the season just ended, Staff and the Committee would like to get a head start on next season and review all issues and scheduling.Meeting adjourned: Steve Sebestyen moved to adjourn the meeting at 8:02 p.m. The motion was seconded by John Winkert.  The motion passed unanimously.
