Town Hall is the home of the South Riding Proprietary, the Homeowner’s Association of South Riding.
From Town Hall, the Proprietary Staff provides a variety of community-oriented services for South Riding residents.
Town Hall is also used as a polling place for primary and presidential elections. The Loudoun County Electoral Board chose Town Hall because of its central location.

ADMINISTRATIVE STAFF
Christine Bean
Director of Administration
Christine joined the South Riding team in June 2011 and is responsible for keeping all the departments on course. Christine enjoys nature and wildlife as well as visiting Disney World. Originally from Pennsylvania Christine moved to South Riding in 2006 and now calls Jim Thorpe, Pennsylvania home.
Christine still assists with events, but also manages the administrative functions for Town Hall. That’s not all; Christine is also an integral part of our SR Magazine Production. If you see Christine, please take a moment to thank her for all her hard work.
Kristi Felouzis
General Manager
Kristi has been a pivotal part of the South Riding team rising her way through the ranks, starting as the manager of the Community Standards department in early 2014. She works hard to inspire and support the team in every aspect of their daily tasks. A strong analytical thinker she routinely evaluates processes and procedures to improve and increase positive homeowner interactions.
Kristi is a long-time resident of Northern Virginia and a graduate of The George Washington University with 30 years of combined real estate and community management experience. She has earned and maintains the following designation credentials: Certified Manager of Community Associations (CMCA), Association Management Specialist (AMS) and Professional Community Association Manager (PCAM).
She and her husband of over two decades reside in Western Loudoun with their rescue dogs. If you see Kristi in the neighborhood, feel free to connect with her and share why you love living in South Riding.
Celah (CeCe) Watts
Community Services Manager
Celah joined the South Riding team in February of 2022. As the Community Services Manager she oversees the front office and ensure each homeowner’s Town Hall visit is handled with respect, courtesy, and attention to detail.
An artist at heart, she enjoys painting, looming and interior design. Celah, describes herself as a “Coffee Fanatic” and loves trying new foods from different cultures. She enjoys time spent outdoors during the warmer months camping, fishing, hiking, beaching, kayaking, and much more!
A new mom to daughter, Casper, she is excited to welcome her to the South Riding Community. “There are places in the heart you don’t even know exist until you love a child” -Anne Lamott
COMMUNITY STANDARDS STAFF
Brittany Unthank
Community Standards Coordinator
Brittany joined the South Riding team in March 2020 as the Community Standards Coordinator. We knew she’d be a great fit when we read the writing sample she submitted with her resume, it was unique, well-written, genuine and fun. She’s detail oriented and has a strong background in customer service that is a valuable support to our team. Brittany will be the first point of contact for many residents by email, phone or visit to Town Hall.
A native Virginian, Brittany spent a few years in the Myrtle Beach area enjoying the beach life before returning ‘home’. From an early age she loved animals and is currently sharing her home with a spunky 7- pound Morkie (dog, Maltese and Yorkie mix) named Minnie Mae Lynn, whom you may have met at some of the SR events!
Brittany’s interests and outside work pursuits are very diverse, she likes traveling, drawing, attending punk/metal concerts. She enjoys doing her own nails, hiking with Minnie, creating special effects makeup looks and playing the piano. She also “digs” getting dirty- mudding on a dirt bike, paintball, you name it that’s a fun time for Brittany!

Grace Hogue
Senior Community Standards Advisor
Grace joined the South Riding team in 2015 and is a member of the Community Standards Department. Grace is always positive and you will likely see her walking around the community completing home inspections with a smile on her face.
Grace is a long time Northern Virginia resident originally hailing from New York’s Staten Island. She is happily married, a proud mother of three great kids and in January 2019 welcomed her first grandbaby into the family.
Grace works very hard and takes pride in doing her best for South Riding so if you see her please take a moment to say “hello”.
Morgan Watts
Community Standards Advisor
Morgan joined the South Riding team in 2016 as an Operations Technician and was promoted in 2021 to the Community Standards Department.
He is a born and raised Virginian and enjoys the great outdoors by the fire or camping on a fishing trip. If you’re ever out hiking, you might see him with his wife Celah, daughter Casper and their two dogs, Phoebe and Luna.
When you see him around the community, please take a moment to welcome him to the department and say “hello”.
Jose Gonzalez
Community Standards Manager
Jose was promoted to Community Standards Manager in July 2021. In this role he will serve as the liaison with the Community Standard Committee members and facilitate the processing and approval of Application for Exterior Modification.
He holds an MBA in Business Management (MBA) and experience in construction and law enforcement. You will likely see him walking and driving around the community as he completes routine and follow-up home maintenance reviews.
Born and raised in Arlington, Virginia, Jose is an avid fan of the Washington Wizards and the Commanders. A family man, Jose loves spending time with his wife and two kids, going for walks, working out, cooking and taking in a good movie at the theater. He loves discovering new places to eat and believes in the importance of supporting local “Mom and Pop” restaurants.
EVENTS & RECREATION STAFF
Bobby Kittel
Communications and Events Manager
Bobby joined the South Riding team in February 2021 and will be spearheading our communications and events activities.
Bobby is a Virginian Native who spent his 20’s in San Diego where he fell in love with events. From there he traveled the nation doing fashion shows, dinners in the dark (yes, seriously!), award shows, and mobile vehicle tours. His client history ranges from Sony/Columbia Pictures to Target, from Scripps to Kindercare. He lives nearby in Centreville but has been a part of the South Riding Community via his in-laws who have lived here for 5 years. His two young boys are always ready to play and you’ll most likely meet them at an event!
Jennifer Burke
Recreation Manager
Jennifer has been a part of the SR team since 2012, beginning in the Community Standards Department and then seeking growth transitioned to Recreation Manager in 2014. Jennifer is resposible for ensuring South Riding recreational facilities including the pools parks playgrounds tennis courts and more are safe and operating smoothly so that they are a fun and functional place for everyone to enjoy. She also manages recreation facility improvement projects and assists in many community events.
After residing in Fairfax City then moving to western Loudoun County to raise her children, Jennifer recently moved to Warren County. She is an empty nester with three awesome adult children who are making their way in the world. For fun she enjoys her flowers and gardening, traveling, hiking, camping, fishing on the river, taking walks, and just being outdoors exploring new places.
OPERATIONS STAFF
Jeff Smith
Director of Facilities & Grounds
Jeff joined the South Riding team in 2010. A longtime volunteer, Jeff brings his love for the South Riding community to Town Hall to serve residents in operations, facilities and grounds matters. Jeff comes to the Proprietary with a solid tenure in the neighborhood after living here for 23 years. He was a Neighborhood Watch Committee member for several years and volunteered at community events.
A native Virginian, Jeff grew up in Fairfax and is a true Penn State fan as his wife is an alumni and daughter a sophmore. In his time off, he enjoys riding his Harley Davidson, is a Home brewer and a fan of craft beer and loves to grill and cook with his wife Stacey and daughter Shyla.
Joe Godbold
Operations Supervising Technician
Joe joined the South Riding team in 2007, and is a member of the Operations Department. Joe is a “jack-of-all trades” and knows how to repair or build almost anything. From the Proprietary’s buildings and grounds to the pools and event sites, he works hard to make sure the community is well maintained and runs smoothly. Joe being a native from Loudoun County and a long time team member, he has a great deal of historical knowledge which is another asset he bring to South Riding.
In his spare time, Joe enjoys spending time with his wife Lisa and their two daughters as well as caring for their farm. It is likely you have already or will see Joe and our other great Operations team members in the neighborhood plowing snow. If so, please take a moment to give Joe and the rest of the team a thank you wave for their service and tireless hours.
Matt Doores
Operations & Events Technician
Matt joined the South Riding team in 2020. Matt’s skill and interest in chopping wood comes in handy on and off the job as a bonfire enthusiast. When not competing with his subwoofer competition team you can catch him at the screen making videos or playing video games. Watch out, as an active airsoft player, you don’t want to be his opponent in laser tag!
Alex Pacheco-Cruz
Operations & Events Technician
Alex joined the South Riding Team in December 2022. Born and raised a Virginian, he enjoys taking care of his pet goat Edwardo. You can catch Alex bass fishing or golfing in his free time. Growing up around his father’s landscaping business, Alex has extensive knowledge in lawn maintenance making him a perfect addition to the Operations Team.
COMMUNITY RELATIONS STAFF
George Avalos
Graphic Designer
George joined the South Riding team in February 2014 and is the designer for the South Riding Magazine.
A Virginia native and son of immigrants from Peru, he graduated from Virginia Commonwealth University with a BA in Communication Arts & Design. During his years in Richmond he designed the Richmond Flood Wall logo. He also worked for 17 years at the U.S. Department of Agriculture and designed the USDA Organic seal. George loves playing guitar, traveling, and sci-fi and horror movies.
George has been married to the love of his life, Khanh, for 14 years. She’s a talented crochet artist who’s created a number of amigurumi for the SR staff as well as family and friends.
Laydy Reyes
Web Designer
Laydy joined the South Riding team in September 2016 and is currently our Web Designer.
Laydy is a long time Northern Virginia resident, graduate of George Mason University and is fluent in three languages. One of her favorite things to do is travel, learning the history of the destination, connecting with locals and of course trying new food. She loves to spend time with her family and friends.
